Former North Dakota Deputy Charged with Child Porn Possession

A former Cass County, N.D. deputy is facing felony charges after investigators say child pornography was found on his phone.

Carson Quam, of Casselton, has been charged with 10 counts of possession of child pornography.

According to court records, investigators with the North Dakota Bureau of Criminal Investigation discovered 10 images depicting sexual acts involving men, women, and girls between the ages of 2 and 14.

The Cass County Sheriff’s Office says it was notified of the investigation in September and that Quam resigned from the department in November. On November 21, the sheriff’s office confirmed the investigation and Quam’s resignation in a public statement.

A Grand Forks County State’s Attorney has been appointed as a special prosecutor in the case. Authorities have issued a warrant for Quam’s arrest.

Sheriff Jesse Jahner addressed the allegations, expressing frustration and disappointment over the behavior of current and former employees under investigation. Jahner described the alleged crimes as a betrayal of the department’s values and vowed full cooperation with the investigation.

In an unrelated case, Sheriff Jahner confirmed that Dep. Philip Larson, who has been on administrative leave since October, was charged in Clay County District Court with furnishing alcohol to a minor.
